Gradually whisk in the whole milk, reducing heat to medium-low. Simmer until the gravy thickens, about 5 to 7 minutes. Season generously with pepper, seasoned salt, and garlic powder.
Pour the beef gravy evenly over the biscuit pieces in the baking dish. Top with shredded cheddar cheese.
Bake for 20 to 25 minutes, or until the biscuits are golden brown and cooked through, and the cheese is bubbly.
Garnish with chopped fresh chives before serving hot.
