Instructions
Slice the flank steak against the grain into thin strips.
Toss the beef with 1 tablespoon of cornstarch and 1 tablespoon of soy sauce. Let sit for 15 minutes.
In a small bowl, whisk together 2 tablespoons of soy sauce, 1 tablespoon of cornstarch, beef broth, and black pepper.
Heat 1 tablespoon of vegetable oil in a large wok over high heat. Cook the beef until browned, then remove from the pan.
Add the remaining 1 tablespoon of oil to the pan and stir-fry the bell peppers, onions, garlic, and ginger until crisp-tender.
Return the beef to the pan, pour in the sauce mixture, and simmer until the sauce thickens. Serve immediately with rice.
