Preheat the oven to 275°F. Line a rimmed baking sheet with heavy-duty aluminum foil.
Remove the silverskin (membrane) from the back of the beef ribs by loosening an edge with a butter knife and peeling it off using a paper towel for grip.
In a small bowl, combine the brown sugar, paprika, garlic powder, onion powder, kosher salt, black pepper, and chili powder.
Rub the spice mixture evenly over both sides of the ribs.
Place the ribs meat-side up on the foil-lined baking sheet. Cover the ribs tightly with another piece of foil to trap the steam.
Bake for 3 to 3.5 hours, or until the meat is very tender and begins pulling away from the ends of the bones.
Remove the ribs from the oven and carefully discard the top layer of foil. Brush the ribs generously with the BBQ sauce.
Switch the oven to broil. Broil the ribs for 3 to 5 minutes until the BBQ sauce is bubbly and caramelized. Watch closely to ensure they do not burn.
Let the ribs rest for 5 to 10 minutes before slicing and serving.
