Season the meat evenly with the salt and black pepper.
Heat the olive oil in a large skillet over medium-high heat. Add the meat and sear for 5 to 7 minutes per side until golden brown and cooked through. Remove from the skillet and set aside.
Reduce the heat to medium. Add the minced garlic to the skillet and cook for 30 seconds.
Whisk in the honey, soy sauce, rice vinegar, and sesame oil. Simmer the mixture for 2 to 3 minutes.
If a thicker sauce is desired, whisk the cornstarch with 1 tablespoon of cold water, stir it into the skillet, and simmer for 1 additional minute.
Return the cooked meat to the skillet, tossing well to coat evenly with the glaze. Serve hot over rice.
