Preheat oven to 375F (190C) and lightly grease a 9x13 inch baking dish.
Cut each refrigerated biscuit into quarters and line the bottom of the prepared baking dish.
In a large skillet over medium-high heat, brown the ground beef until fully cooked. Drain excess fat. Sprinkle flour over the beef and stir for 1 minute.
Gradually pour 1.5 cups of milk into the skillet with the beef, stirring continuously until a thick creamy sauce forms. Season with half the salt and pepper. Pour this gravy mixture evenly over the biscuit pieces.
In a medium bowl, whisk the eggs, remaining 0.5 cup of milk, salt, and pepper. Pour the egg mixture over the gravy layer.
Sprinkle shredded cheddar cheese evenly across the top of the casserole.
Bake uncovered for 30 to 35 minutes, or until the eggs are set and the biscuits are golden brown. Let cool for 5 minutes before serving.
