Prep the ribs by removing the membrane from the back of the racks.
Mix kosher salt, black pepper, and garlic powder. Rub evenly over the beef ribs.
Preheat the grill for two-zone cooking (one side for indirect heat at 275°F, one side for direct heat).
Place the ribs on the indirect heat side, close the lid, and cook for 2 to 2.5 hours until tender.
While cooking, combine ketchup, apple cider vinegar, brown sugar, chipotle peppers, and Worcestershire sauce in a saucepan. Simmer for 10 minutes to create the spicy BBQ sauce.
Move the ribs to the direct heat side. Brush generously with the spicy BBQ sauce and grill for 5-10 minutes, turning once, until the sauce caramelizes.
Remove from the grill, let rest for 10 minutes, and garnish with fresh chopped parsley before serving.
