Preheat the oven to 350F (175C) and grease a 9x13 inch baking dish.
Boil the macaroni in salted water until just al dente, then drain and set aside.
In a large saucepan, melt 1/4 cup of butter over medium heat. Whisk in the flour and cook for 1 minute to form a roux.
Gradually whisk in the warmed milk, stirring continuously until the sauce thickens, about 5 minutes.
Remove the saucepan from the heat. Stir in the grated cheddar, gruyere, and parmesan until completely melted and smooth.
Fold the cooked macaroni into the cheese sauce until well coated, then transfer the mixture to the prepared baking dish.
Melt the remaining 1/4 cup of butter and mix with the panko breadcrumbs and chopped chives.
Sprinkle the breadcrumb mixture evenly over the pasta.
Bake for 25 to 30 minutes until the edges are bubbly and the top is golden brown. Let cool slightly before serving.
